Strengthening Integrity: Insights from OECD’s Anti-Corruption and Integrity Outlook 2024
The OECD’s “Anti-Corruption and Integrity Outlook 2024″ provides a comprehensive analysis of global efforts to combat corruption and promote integrity. While many nations have established robust frameworks, significant implementation gaps persist, leaving countries vulnerable to corruption risks.
One key finding is that although over two-thirds of OECD countries have anti-corruption and integrity strategies, the average implementation rate of planned activities stands at 67%. This indicates that nearly one-third of planned measures remain unexecuted, highlighting the need for countries to prioritize practical applications of their strategies.
The report also underscores the importance of robust data collection and monitoring mechanisms. For instance, only 12 OECD countries collect data on the implementation of internal audit recommendations, revealing a critical area for improvement.
Switzerland, renowned for its strong legal framework against corruption, is also addressing these challenges. The OECD notes that while Switzerland has made strides in enhancing transparency, certain areas require further attention. For example, data on government agendas and asset declarations of high-level officials are not publicly available. However, the Federal Act on the Use of Electronic Means for the Fulfilment of Public Authority Tasks (EMBAG) introduced in 2023 establishes that government data is “open by default,” a significant step towards greater transparency.
