Swiss Federal Council harmonises financial provisions in UN sanctions ordinances
The Swiss Federal Council has adopted amendments to harmonise and clarify financial provisions in four sanctions ordinances implementing United Nations sanctions related to terrorism and proliferation financing.
The amendments concern the Swiss sanctions regimes relating to North Korea and Iran, as well as measures targeting persons, groups and entities associated with ISIL (Da’esh) and Al-Qaida and persons and groups associated with the Taliban. These regimes implement financial sanctions adopted by the UN Security Council.
The changes are intended to standardise the wording and application of financial measures across the relevant ordinances. They follow similar amendments adopted by the Federal Council in August 2025 in relation to Swiss sanctions regimes based on EU measures. The latest amendments now extend this harmonisation to financial measures implementing UN Security Council decisions.
In addition, the Federal Council has amended the Iran sanctions regime by extending existing exemptions from notification and authorisation requirements for certain money transfers to international organisations.
According to the Federal Council’s press release, these amendments form part of Switzerland’s ongoing efforts to ensure a consistent regulatory framework for the implementation of international financial sanctions, particularly in the areas of terrorism and proliferation financing.
