Switzerland updates sanctions in connection with the situation in Ukraine

After the EU adopted its 19th package of sanctions on 23 October 2025, Switzerland also expanded its sanctions lists in connection with the situation in Ukraine against Russia and Belarus on 12 December 2025. Switzerland has thus adopted various changes that the EU decided on as part of its 19th package of sanctions. The measures came into force on 13 December 2025.

The Federal Council’s press release indicates that 22 persons and 42 companies and organisations are now subject to asset freezes and restrictions on financial availability. The persons mentioned are likewise prohibited from entering and transiting through Switzerland. In addition, 116 new ships have been subject to comprehensive purchase, sale and service bans. These are mainly tankers. In the trade sector, 45 new companies, including those in third countries, have been subject to stricter export control measures. In addition, five Russian banks and four branches of Russian banks in third countries have been subjected to a transaction prohibition, mostly due to their use of Russian payment systems.

The amendment to the Swiss Ordinance on Measures in Connection with the Situation in Ukraine also encompasses in Art. 35(17) an extension of deadlines for granting exemptions, aiming to facilitate Swiss companies in the orderly withdrawal of their investments from Russia.
